Jamila Hajiyeva was born on March 1, 1947, in the city of Tbilisi. In 1965, she graduated from Public School No. 72 with 11-year education and the same year was admitted to the Faculty of Russian Language and Literature at the Azerbaijan State Institute of Languages named after M. F. Akhundov in Baku. After graduating from the institute, she returned to Tbilisi and worked for a while as a teacher of Russian language and literature at a school.

Since 1974, she worked for many years as a senior specialist in the scientific-methodical department of the National Parliamentary Library of the Republic of Georgia. She conducted scientific research related to library sciences and authored several projects on library matters. In this field, she published a number of booklets, methodological guides, and recommendations on various issues of library science. Her articles were also published in the journal Sakartvelos Biblioteka. For her long-term and efficient work in the field of librarianship, she was awarded the honorary title of “Distinguished Librarian of the Republic of Georgia.”
Since 2013, she has been working as a research associate at the Azerbaijan Cultural Museum named after M. F. Akhundov, where she has been engaged in various activities. She organized and improved the collection of books and documents at the Cultural Center, establishing a library. The library consists of 5,230 books, with special emphasis given to books by and about M. F. Akhundov. The library has 535 registered readers. The center also offers language courses in Azerbaijani, Georgian, Turkish, and Russian.
Since October 2020, she has been the director of the Nariman Narimanov Memorial House-Museum. This museum has been operating since 2016 and is located at 41 I. Grishashvili Street (in Meydan), Tbilisi. The museum has two floors, with its exposition distributed across six halls and an open-air area. The exhibits include photographs, documents, letters, a medical office with tools related to his medical work, personal belongings, artworks, and other materials reflecting the life, public-political and state activities of Nariman Narimanov.
